Minnesota became the first US state to enact a prediction-market ban. Gov. Tim Walz signed SF 4760 (94th Legislature, omnibus public-safety policy bill) into law on May 18, 2026, filed as Chapter 97; it incorporates the prediction-market prohibition originally carried in SF 4511. The law makes it a felony to operate, host, or advertise a prediction-market platform in Minnesota, effective August 1, 2026. The standalone SF 4511 passed the Senate 56-10 on April 30, 2026. The day after signing, the CFTC filed a federal suit arguing the ban is preempted by the Commodity Exchange Act; a preliminary-injunction hearing was held July 2, 2026, with a ruling pending.
